STI Product Fact Sheet for DOE Laboratory Researchers:

Accepted Manuscripts 

ABOUT STI

In the course of performing research and development (R&D) and other scientific and technological work, researchers funded by the U.S. Department of Energy (DOE) produce scientific and technical information (STI) to document and disseminate their findings.

STI includes products such as journal articles, technical reports, conference presentations, books, and more. Through the Scientific and Technical Information Program (STIP), the DOE Office of Scientific and Technical Information (OSTI) collaborates with people across the DOE complex, including Headquarters programs, field offices, national laboratories, and other facilities. The STIP partnership ensures that the results of DOE- funded work are identified, disseminated, and preserved. Thus, OSTI collects STI produced across the DOE laboratory and facility complex as well as from financial assistance recipients.

The Department’s 2014 Public Access Plan added accepted manuscripts as a form of STI to be submitted to OSTI.

DEFINITION

An accepted manuscript of a scholarly publication (i.e., journal article) is the final peer-reviewed accepted manuscript accepted for publication. This final version of the article which has been accepted by a publisher includes changes made during the peer-review process. Thus, it has the same content as the published article, but it is not the final published version or reproduction copy of what appears in the journal (i.e., it is not a "reprint" of the published article). The key criteria for submission of accepted manuscripts to DOE OSTI are (1) DOE partially or completely funded the research reflected in the article or accepted manuscript and (2) the article has been accepted for publication in a peer-reviewed journal. It is preferred that the final journal publication information (e.g., Digital Object Identifier) be included at the time of submission to OSTI to aid in the processing and display of the best available version.

SUBMISSIONS 

Each DOE laboratory has a site program to manage scientific and technical information produced under the contract and to make it available to DOE’s Office of Scientific and Technical Information. Each site’s STI Manager is involved in the process; for more information, see the listing of STI Managers at https://www.osti.gov/stip/about/stip-community#STIManagers.

Using a Lab's processes for STI submission, the researcher should provide metadata/citation information for the journal article as well as either an upload of the accepted manuscript in PDF format or a link to the Lab/site institutional repository that is hosting the manuscript. This is comparable to the current submission process for technical reports.

OSTI.GOV is the primary search tool for DOE science, technology, and engineering research and development results and the organizational hub for information about the DOE Office of Scientific and Technical Information. Launched in 2018, it consolidates OSTI's home page and the previous search tool SciTech Connect. OSTI.GOV makes discoverable over 70 years of research results from DOE and its predecessor agencies. Research results include journal articles/accepted manuscripts and related metadata; technical reports; scientific research datasets and collections; scientific software; patents; conference and workshop papers; books and theses; and multimedia. OSTI.GOV contains over 3 million records, including citations to 1.7 million journal articles, 1 million of which have digital object identifiers (DOIs) linking to full-text articles on publishers' websites. OSTI.GOV provides access to this DOE STI by offering numerous easy-to-use search capabilities and customization options; and for the DOE community, additional citation information is available to help researchers evaluate article impact and find related research.

DOE PAGES® (Public Access Gateway for Energy and Science — http://www.osti.gov/pages) is the Department's portal and search interface that offers free access to the best available full-text version of DOE-affiliated scholarly publications. Articles will be made publicly available after an administrative period of 12 months from publication date.

OSTI.GOV and DOE PAGES® are included in the Federal science portal Science.gov. Science.gov, hosted by OSTI, offers free access to research and development (R&D) results and scientific and technical information from more than 60 databases from scientific organizations across 13 federal agencies.

ABOUT STI

As an STI product, a book or monograph is a scholarly piece of writing on a specific subject. It may contain a detailed written study of a single specialized subject or an aspect of it, including a manual describing a particular process. Each volume is a self-contained work, yet monographs may be a published in a series to provide detailed information on a specialized scientific or technical topic. A book may also be composed of chapters, and the STI product may be just one part or topic in the whole book to be published. Books and monographs may be published by the originating site (e.g., as e-books or technical fact sheets) or by a commercial publisher. If the STI product is a chapter, reference should also be made to the whole book.

Each DOE laboratory has a site program to manage scientific and technical information produced under the contract and to make it available to DOE’s Office of Scientific and Technical Information. In the course of performing research and development (R&D) and other scientific and technological work, researchers funded by the U.S. Department of Energy (DOE) and National Nuclear Security Administration (NNSA) produce scientific and technical information (STI) to document their findings.

Classified and UCNI STI includes products such as Technical Reports, Conference Papers/Proceedings, Presentations, Journal Articles, Software Manuals, Patents/ Patent Applications, Drawings, Data,Collections, and Computer-Related products which includes software.

OSTI is approved for classified information up through Secret/Restricted Data including Nuclear Weapon Data (NWD).

OSTI is not authorized to receive Top Secret information.

DEFINITION

The Atomic Energy Act of 1954, as amended, and Executive Order 13526 serve as the bases for identifying classified information generated by the Department. Classified information is defined as certain information that the United States Government has determined requires protection against unauthorized disclosure for reasons of national security (i.e., Restricted Data, Formerly Restricted Data, Transclassified Foreign Nuclear Information, and National Security Information).

The unauthorized dissemination of UCNI is prohibited under Section 148 of the Atomic Energy Act of 1954, as amended. UCNI is identified and controlled as directed in DOE Order 471.1B, Identification and Protection of Unclassified Controlled Nuclear Information; and Title 10, Code of Federal Regulations, Part 1017, Identification and Protection of Unclassified Controlled Nuclear Information.

SUBMISSIONS

The metadata record provides OSTI with information required to appropriately identify, process, and/or announce, and disseminate the STI results of classified or UCNI work funded by DOE/NNSA. Classified and UCNI STI products are submitted securely by originating sites via the Classified E-Link product on the Enterprise Secure Network (ESN). STI that is potentially classified or UCNI must be reviewed and properly marked prior to submitting to OSTI. Classification level and category (if Restricted Data or Formerly Restricted Data), and any caveats and/or special mar kings, if applicable, shall be indicated. Caveats and special control markings are placed on documents to identify special handling or dissemination requirements, or to assist in describing the type of information involved. Refer to Classified Matter Protection and Control (CMPC) Marking Resource for marking examples.

DEFINITION

A conference paper/presentation or proceedings is a type of scientific and technical information (STI) product from a conference, symposium, lecture, or similar event. Individual papers and presentations are those presented at an event by an individual whose work was sponsored by DOE, while a conference proceedings is the compilation of a group of papers from a conference, workshop, seminar, etc., typically prepared at the request of a DOE program that sponsored work in the area covered by the conference. Papers and proceedings are typically PDF documents, while presentations may be PowerPoint slides or videos. [See also the fact sheet for “Scientific Videos”].

SUBMISSIONS

The DOE Office of Scientific and Technical Information (OSTI) obtains patent records of interest to DOE directly from USPTO; however, to ensure comprehensiveness, broad dissemination, and archival preservation, inventors funded by DOE may find it useful to submit information to OSTI through their particular STI submission channels.

Scientific datasets are data derived during research and development (R&D) or other scientific and technical work. Datasets may consist of numerical data, simulations from computer models, figures, tables, data plots, GIS data supporting interactive applications, genomic data, or other forms of non‐textual data which are a basic component of research results. Often these datasets are referenced in publications and in some cases, are made available as supplemental information. To announce datasets through the OSTI STI process, the scientific research data must be posted at a DOE site, DOE Data Center, or other publicly accessible location such as an open repository. The URL (and DOI, if available prior to submission) must be included in the metadata record. This link will take the user to a landing page which describes the dataset with useful metadata and information on how to access the data. Datasets cannot be uploaded or stored at OSTI.

OSTI provides the service of assigning a Digital Object Identifier (DOI) and registering it with DataCite if a DOI is not already assigned. DEFINITION

Scientific datasets are data derived during research and development (R&D) or other scientific and technical work. Datasets may consist of numerical data, simulations from computer models, figures, tables, data plots, GIS data supporting interactive applications, genomic data, or other forms of non‐textual data which are a basic component of research results. Often these datasets are referenced in publications and in some cases, are made available as supplemental information. To announce datasets through the OSTI STI process, the scientific research data must be posted at a DOE site, DOE Data Center, or other publicly accessible location such as an open repository. The URL (and DOI, if available prior to submission) must be included in the metadata record. This link will take the user to a landing page which describes the dataset with useful metadata and information on how to access the data. Datasets cannot be uploaded or stored at OSTI.

SUBMISSIONS

Each DOE laboratory has a site program to manage scientific and technical information produced under the contract and to make it available to DOE’s Office of Scientific and Technical Information. Staff will use the STI Manager's E‐Link account to submit the metadata to OSTI. Data Centers, repositories, or projects needing to submit large volumes of data with high frequency may work directly with OSTI to create an E-Link account and automate their submissions using an Application Programming Interface (API). OSTI provides the service of assigning a Digital Object Identifier (DOI) and registering it with DataCite if a DOI is not already assigned. Technical reports are an important source of STI derived from research projects sponsored by DOE and may include more comprehensive or in-depth experimental details than scholarly papers or presentations can. Workshop reports are similar in format, but the content is derived from a workshop, conference, or similar venue which focuses on a specific scientific or technical problem or topic. The workshop report may summarize various papers and presentations or give a synopsis of the topics addressed during the meeting. As a DOE STI product, a workshop report is typically prepared by a research organization (e.g., a lab or a university) as requested by a DOE program or subprogram to address a certain research topic.

A conference paper/presentation or proceedings is a type of scientific and technical information (STI) product from a conference, symposium, lecture, or similar event. Individual papers and presentations are those presented at an event by an individual whose work was sponsored by DOE, while a conference proceedings is the compilation of a group of papers from a conference, workshop, seminar, etc., typically prepared at the request of a DOE program that sponsored work in the area covered by the conference. To announce datasets through the OSTI STI process, the scientific research data must be posted at a DOE site, DOE Data Center, or other publicly accessible location such as an open repository. DOE Data Explorer (DDE) (https://www.osti.gov/dataexplorer) is a search tool to help find DOE-funded, publicly available, scientific data submitted by data centers, repositories, and other organizations within the department. DDE includes data Project, data Collection, and individual Dataset records. Use the search functionalities to discover publicly available, DOE-funded data resources.

Hosted by OSTI, Science.gov offers free access to research and development (R&D) results and scientific and technical information from more than 60 databases from scientific organizations across 13 federal agencies.

Scientific and Technical Software

ABOUT STI

In the course of performing research and development (R&D) and other scientific and technological work, researchers funded by the U.S. Department of Energy (DOE) produce scientific and technical information (STI) to document and disseminate their findings.

STI includes products such as journal articles, technical reports, conference presentations, books, and more. Through the Scientific and Technical Information Program (STIP), the DOE Office of Scientific and Technical Information (OSTI) collaborates with people across the DOE complex, including Headquarters programs, field offices, national laboratories, and other facilities. The STIP partnership ensures that the results of DOE- funded work are identified, disseminated, and preserved. Thus, OSTI collects STI produced across the DOE laboratory and facility complex as well as from financial assistance recipients.

DEFINITION

Scientific/technical software is computer software* that has been developed and/or modified during work supported by DOE. As a form of STI, it is a result of research and development or other science and technology work and is a stable, usable version expected to be useful to others (that is, its use is not limited to a single site due to specific technology or equipment). As DOE's software management facility, OSTI manages DOE CODE, the DOE software services platform and search tool for DOE-funded code.

*The terms "software" and "code" are used interchangeably.

SUBMISSIONS

Scientific/technical computer software is to be announced per instructions provided in the award package and the Federal Assistance Reporting Requirements Checklist (DOE F4600.2). Software may be submitted and announced through DOE CODE (https://www.osti.gov/doecode). The record has basic metadata field requirements; however, other optional/non-mandatory data fields should be included during announcement when possible.

DOE CODE offers two paths to provide code. Users can (1) Submit code to DOE CODE, and (2) Announce code to DOE for official review and release through DOE CODE. Codes in later stages of development are the primary use case for the latter functionality. Project Type, as follows, determines when uploading of code is required. Source code is required when announcing codes with Project Type Closed Source (CS) and with Project Type Open Source, No Publicly Available Repository (OS-NPAR). For Project Type CS, a compiled binary may be provided as a last resort when the code is not available. The code is required for preservation purposes only; i.e., not for distribution by OSTI.

Dissertations and theses may be considered “gray literature” since they are not typically published commercially. In cases where the author’s research was funded by DOE or conducted at a DOE facility, submission to OSTI as a scientific and technical information (STI) product facilitates access to federally funded research results.

DEFINITION

A technical report (or scientific report) is a document that describes the process, progress, or results of research and development or other scientific and technological work, including recommendations or conclusions of the research and such information as the original hypotheses, approaches used, and findings. Facts, figures, analyses, and assumptions used during the life of the project to support the results are used to convey to the scientific community the findings during the project. Technical reports are an important source of STI derived from research projects sponsored by DOE and may include more comprehensive or in- depth experimental details than scholarly papers or presentations can accommodate. Workshop reports are similar in format, but the content is derived from a workshop, conference, or similar venue which focuses on a specific scientific or technical problem or topic. The workshop report may summarize various papers and presentations or give a synopsis of the topics addressed during the meeting. As a DOE STI product, a workshop report is typically prepared by a research organization (e.g., a lab or a university) as requested by a DOE program or subprogram to address a certain research topic.

SUBMISSIONS

The “Final Technical Report” should be submitted to DOE through the DOE E-Link System (https://www.osti.gov/elink/), per instructions provided in the award package. For R&D projects, a final technical report is typically a requirement of the funded project, which is specified on the Federal Assistance Reporting Requirements Checklist (DOE F 4600.2) at the time of award, to document findings by summarizing the results of the entire funded project. Using E-Link, the required metadata for the technical report is provided and the full-text document is uploaded in searchable PDF format. While “final report” may be included as part of the title, it is preferred that the title convey the subject of the project. The DOE awarding office and/or the funding program office will review the

Through the Scientific and Technical Information Program (STIP), the DOE Office of Scientific and Technical Information (OSTI) collaborates with people across the DOE complex, including Headquarters programs, field offices, national laboratories, and other facilities. The STIP partnership ensures that the results of DOE‐ funded work are identified, disseminated, and preserved. Thus, OSTI collects STI produced across the DOE laboratory and facility complex as well as from financial assistance recipients.

DEFINITION

One emerging format of STI is categorized as videos or multimedia. DOE produces hundreds of STI videos each year with significant scientific and technical content. Like full‐text indexing of a document, content indexing of an audio or video file greatly enhances the retrievability of the STI as a whole and also enables a user to find the exact place in the video where the term he/she is searching for was actually spoken by the presenter or the narrator. These videos are typically from conferences and events where speakers or panels of speakers present the content. Webinars used to disseminate research results may also be recorded as a video. Whether the STI product is a conference presentation or some other event where Multimedia was used to present research results, the information can be made more easily accessible by announcing the item to OSTI.

SUBMISSIONS

Conference presentations that are in an audiovisual format (videos or multimedia) may be announced to OSTI using the DOE E‐Link System (https://www.osti.gov/elink/). Simply follow the instructions provided in the award package on the Federal Assistance Reporting Requirements Checklist (DOE F 4600.2). Using E‐Link, provide the required metadata. OSTI.GOV is the primary search tool for DOE science, technology, and engineering research and development results and the organizational hub for information about the DOE Office of Scientific and Technical Information. Launched in 2018, it consolidates OSTI’s home page and the previous search tool SciTech Connect. OSTI.GOV makes discoverable over 70 years of research results from DOE and its predecessor agencies. Research results include journal articles/accepted manuscripts and related metadata; technical reports; scientific research datasets and collections; scientific software; patents; conference and workshop papers; books and theses; and multimedia. OSTI.GOV provides access to this DOE STI by offering numerous easy‐to‐use search capabilities and customization options; and for the DOE community, additional citation information is available to help researchers evaluate article impact and find related research.

DOE ScienceCinema (http://www.osti.gov/sciencecinema) includes more than 4,000 scientific videos and multimedia from DOE national laboratories, other DOE research Facilities and CERN (European Organization for Nuclear Research), and makes them searchable using IBM Watson speech‐recognition search technology. The ability to search and "jump to" the spoken words in a video that may be an hour or longer is a unique, added value. Released in February 2019, DOE

ScienceCinema was updated for a new look and feel, as well as new features including: more powerful searching, filtering options, account and playlist functionalities, larger video players, and further audio searching within individual videos.

OSTI.GOV and DOE ScienceCinema are included in the Federal science portal Science.gov. Hosted by OSTI, Science.gov offers free access to research and development (R&D) results and scientific and technical information from more than 60 databases from scientific organizations across 13 federal agencies.

OSTI also works in close collaboration with Google and others, using Sitemap Protocols and other information industry standards to facilitate the discovery of DOE STI through widely used search engines.

DEFINITION

A program document is one that is prepared by or for a DOE Program Office for the purpose of being published (i.e., issued) on behalf of a program, representing a program perspective. This type of document may contain programmatic analyses, research needs assessment, outcome of a workshop on a specific technology or scientific topic, strategic or operational plan, or other types of program‐specific information. The format may be similar to a technical report; however, since it contains an official government perspective, it would not include a disclaimer. The Program Office may have funded the preparation of the document through a contract or grant and will have significant involvement in the final content.

SUBMISSIONS

Each DOE program has a scientific and technical information program (STIP) point of contact who works to ensure that STI is available to DOE’s Office of Scientific and Technical Information. Each program office’s STIP point of contact is involved in the process; for more information, see the Headquarters section at https://www.osti.gov/stip/about/stip‐community#STIManagers.
