Abstract
Concise statement (5000 words or less) of the purpose, scope, and major findings of work reported in a scientific and technical information (STI) product.
Accepted Manuscript (AM)
The version of a journal article that has been peer-reviewed and accepted for publication, and includes changes made by the author during the peer-review process. The content is the same as the published article, but it does not have the final formatting and copy-editing done by the publisher in the final published version, and it is not a reproduction copy of what appears or will appear in the journal; it is not a reprint of the published article.

Acknowledgements
Acknowledgements of technical assistance that contribute to the content of the STI product. Acknowledgements should identify the DOE program office(s) that sponsored the research. The DOE award or contract number should also be included in the Acknowledgements text.

AN 241.1
A web submission interface used by DOE Headquarters Programs and DOE site/facility management contractors to transmit metadata (and full-text, when applicable) about an STI Product to OSTI for announcement, as appropriate. The 241.1 metadata can also be provided to OSTI via Application Programming Interface (API).
AN 241.3
A web submission interface used by financial assistance recipients and DOE non-site/facility management contractors to transmit metadata (and full-text, when applicable) about an STI product to OSTI for announcement, as appropriate.
AN 241.5
A submission interface used to transmit metadata about a classified or UCNI STI Product to OSTI for announcement via ESN. The 241.5 metadata can also be provided to OSTI via batch upload submission on ESN.
AN 241.6
A web submission interface used by DOE Headquarters Programs, DOE site/facility management contractors, and financial assistance recipients to transmit metadata about a dataset to OSTI for announcement, as appropriate. For DOE Headquarters Programs and DOE site/facility management contractors, the 241.6 metadata can also be provided to OSTI via the API (Application Programming Interface).
Announcement Notice (AN)
Transmission to the Office of Scientific and Technical Information (OSTI) of an announcement record/metadata (AN 241.1, AN 241.3, or AN 241.6) or announcement record/metadata and entire STI product. OSTI will control access based upon the limitations designated by the submitting site.

Record containing metadata used to describe an STI product for announcement and availability. The record is based on required data elements as well as optional data elements and transmitted to OSTI via the AN 241.1, AN 241.3, or AN 241.6

Announcement Status
The announcement status is the state of the announcement notice in E-Link. An announcement status can be Saved, Submitted to Releasing Official, Submitted to OSTI, or Completed.

Application Programming Interface
An Application Programming Interface, or API, is a set of software instructions and standards that allows machine to machine communication. Can also refer to a set of functions and procedures allowing the creation of applications that access the features or data of an operating system, application, or other service.

Author
Author(s) and their employers are typically identified on the information product. Editors and compilers also may be identified.
Authorities
Lists established and used by DOE to standardize information in bibliographic records. Fields which include language, sponsoring organizations, originating research organizations, subject categories, etc. Information must be entered in designated formats to optimize search and retrieval.
Award
The provision of funds by DOE, based on an approved application and budget or progress report, to an organizational entity or an individual to carry out a project or activity.
Book/Monograph
A book or monograph is a scholarly piece of writing on a specific subject. It may contain a detailed written study of a single specialized subject or an aspect of it, including a manual describing a particular process. Each volume is a self-contained work, yet monographs may be a published in a series to provide detailed information on a specialized scientific or technical topic. A book may also be composed of chapters, and the STI product may be just one part or topic in the whole book to be published. Books and monographs may be published by the originating site (e.g., as e-books or technical fact sheets) or by a commercial publisher.
Catalog

In library and information science, cataloging is the process of creating metadata representing information resources. Cataloging provides information such as creator names, titles, and subject terms that describe resources, typically through the creation of bibliographic records. Metadata are in machine-readable form and are indexed by information retrieval tools, such as bibliographic databases or search engines. OSTI includes Abstract and Indexing (A&I) as one aspect of metadata curation.
Category
There are four categories of classified information. Classification categories of Restricted Data (RD), Formerly Restricted Data (FRD), and Transclassified Foreign Nuclear Information (TFNI) are governed by the Atomic Energy Act and Title 10 Code of Federal Regulations (CFR) Part 1045. The classification category of National Security Information (NSI) is governed by Presidential Executive order (E.O.) 13526 and 32 CFR part 2001.
Change Notice
A Change Notice is a mechanism used by sites to notify OSTI when the Access Limitation for STI has been changed.
Classification Level
Classified information is identified by level and by category. The classification level is based on the damage to national security that would be caused by unauthorized disclosure. There are three levels of classification: Top Secret, Secret, and Confidential. See "Category" for information about how Classified Information is categorized.

Consortium Agreement
A formalized agreement whereby a research project is carried out by the recipient and one or more other organizations that are separate legal entities. Under the agreement, the recipient must perform a substantive role in the conduct of the planned research and not merely serve as a conduit of funds to another party or parties.

Controlled Unclassified Information (CUI)
Information the Government creates or possesses, or that an entity creates or possesses for or on behalf of the Government, that a law, regulation, or Government-wide policy (LRGWP) requires or permits an agency to handle using safeguarding or dissemination controls. CUI does not include classified information or information a non-executive branch entity possesses and maintains in its own systems that did not come from, or was not created or possessed by or for, an executive branch agency or an entity acting for an agency. An official of DOE certified and authorized to execute procurement instruments including acquisitions/contracts, and financial assistance awards on behalf of DOE and who is responsible for the business management and non-program aspects of the agreement.

Statement that retains the nonexclusive right for the government to copy STI that was funded by a government agency although the copyright may be owned by a nongovernment entity. For more information, review STI and Copyright.

Current Submissions
Refers to STI submissions that were entered and are currently being processed within a site's own internal review and release cycle. Each site's document review and release process and cycle is unique and takes varying amounts of time depending on volume and resources. Sometimes referred to as NEW submissions and also in relation to upcoming (future) submissions.

Data
A value or set of values representing a specific concept or concepts. Data become information when analyzed and possibly combined with other data in order to extract meaning and to provide context. The meaning of data can vary depending on its context. Data includes, but is not limited to, 1) geospatial data 2) unstructured data, 3) structured data, 4) raw data 5) processed data, etc.
Data Curation
Data curation enables data discovery and retrieval, maintains data quality, adds value, and provides for re-use over time through activities including authentication, archiving, metadata creation, digital preservation, and transformation. Checks may include (Can the files be opened?, Are they free of copyright restrictions?, Do they appear to be free of sensitive data?, Are the metadata and documentation complete and correct?, Is adequate description provided to ensure reusability?)
Data Project
A Data Project is a specific research group, data center, user facility, or other DOE-funded endeavor that is creating research data.
DataCite
DataCite is a global non-profit organization that provides persistent identifiers (DOIs) for research data. OSTI is a member of DataCite and registers DOIs for datasets and software through this organization.
Dataset
A collection of related data used in scientific research to discover new findings in the field. Datasets are found in many forms, including animations/simulations, figures/plots, genome/genetics data, instruments, interactive data map(s), multimedia, still images or photos, numeric data, or a specialized mix of different types.
Deliverables
End product or outcome of a funded project or program and identified in a contract or work proposal.
Departmental (or DOE) Elements
A first-tier organization at Headquarters and in the field. First-tier at Headquarters encompasses heads of the major Headquarters line programs, e.g., Program Secretarial Officers. First-level field element refers to first-level organizations located outside the Washington Metropolitan area and encompasses Operations Offices, Site Offices, Field Offices, and Regional Offices.

Digital Object Identifier (DOI) or Persistent Identifier (PID)
A digital identifier that is globally unique, persistent, machine resolvable and processable, and has an associated metadata schema. Generally, a long-lasting, managed, and registered unique digital reference (often in the form of a URL) to a research object that can be represented or described online. PIDs are often associated with people, organizations, funding, and STI. Common PIDs include ORCID iDs (for people), ROR IDs (for organizations), and DOIs (for R&D outputs and awards). Document Type Definition (DTD)
The document type definition defines the document structure with a list of legal elements of a document and is the set of markup declarations that define a document type for an SGML-family markup language such as XML. The DTD defines the structure, legal elements, and attributes of the XML document used for Batch Uploads in CE-Link.

Documents
Recorded information regardless of its medium or characteristics. The term Documents is used in a variety of contexts. In addition the state/status of documents can also be categorized and referred to using additional terminology (e.g. DOE 452.8) .
DOE CODE
The DOE software services platform and search tool for DOE-funded code. DOE CODE provides functionality for collaboration, archiving, and discovery of scientific and business software. DOE CODE replaces OSTIs old software center, the Energy Science and Technology Software Center (ESTSC).
DOE Order 241.1C
The purpose of DOE Order 241.1C, Scientific and Technical Information Management, is to ensure that STI is appropriately managed as part of the DOE mission to enable the advancement of scientific knowledge and technological innovation.

Energy Link (E-Link)
The DOE corporate STI submission system, developed and maintained by OSTI, and used by those submitting, reviewing, and managing STI for collection, preservation, and dissemination. These communities may include, but are not limited to, DOE federal employees, TIOs, Releasing Officials, procurement staff, e.g., awarding offices, site/facility contractors, e.g, national laboratories, STI Managers, facilities, other contractor employees, financial assistance recipients, programs, and OSTI staff.
Export Controlled Information (Subset of CUI)
Unclassified technical information whose export is subject to export control and whose unrestricted public dissemination could help proliferates or potential adversaries of the United States.

Extensible Markup Language (XML)
XML is a markup language that defines a set of rules for encoding documents in a format that is both human-readable and machine-readable.

The h-index is an author-level metric that attempts to measure both the productivity and citation impact of the publications of a scientist or scholar. The h-index is defined as the maximum value of h, such that the given author has published h papers that have been cited h times.
Head of Contracting Activity (HCA)
DOE official with senior management authority for the award and administration of procurement instruments including acquisitions/contracts, and financial assistance.
JSON
JSON (JavaScript Object Notation) is a lightweight data-interchange format. It is easy for humans to read and write and for machines to parse and generate. It is based on a subset of the JavaScript Programming Language, Standard ECMA-262 3rd Edition - December 1999. JSON is a text format that is completely language independent but uses conventions that are familiar to programmers of the C-family of languages, including C, C++, C#, Java, JavaScript, Perl, Python, and many others.
Legacy Collection
Comprised of STI products, presently available only in paper form, spanning the period from the late 1940s to 2001, produced by government contractors, and by predecessors to the U.S. Department of Energy, i.e., the Atomic Energy Commission (AEC), and the Energy Research and Development Administration (ERDA).

Legacy Documents
Refers to STI submissions that fall into one of the following categories:
1. Entered into site's internal review and release cycle but were not identified as STI requiring submission to OSTI, but should have been submitted to OSTI based on 241.1C submission requirements.
2. Did not enter site's internal review and release cycle but should have been submitted to OSTI based on 241.1C submission requirements.
3. No site process existed to ensure that STI that should have been submitted to OSTI occurred. STI that has not been submitted to OSTI by sites per DOE Order 241.1C may date back many years and in some instances decades. The distinction between current and Legacy (backlog) submissions may be important in relation to documents reviews required per certain DOE Orders (e.g. 241.1C, 452.8, etc.) and additional regulatory requirements.
4. Legacy documents may also include STI that was submitted to OSTI, but was marked using older requirements for determining access limitations and distribution. In such cases, if the document is requested, sites may be required to review and re-mark the documents with updated markings and current CUI categories.

Life Cycle Information Management indicates that information resources need to be managed as long as they are useful. The activities involved include planning, coordinating, budgeting, organizing, protecting, delivering, storing, and disposition.

Limited Rights Data (Subset of CUI)
Formerly Proprietary/Trade Secrets. Information that embodies trade secrets developed at private expense outside of a Cooperative Research and Development Agreement and commercial or financial information that is privileged or confidential under the Freedom of Information Act, 5 U.S.C. (B)(4) and that is marked as proprietary information. Information that contains trade secrets or commercial or financial information which is privileged or confidential, and may only include such information that (a) has been held in confidence by its owner; (b) is of a type customarily held in confidence by its owner; (c) has not been transmitted to other entities except on the basis that it be held in confidence; and (d) is not otherwise available to the receiving party from another source without restriction on its further dissemination.

The term "Live" is generally used to indicate that a DOI has been assigned to a new metadata record and has been recorded with a DOI registration agency.
M&O Contractors
Management and operating contractors. An organization that enters into an agreement under which the Government contracts for the operation, maintenance, or support, on its behalf, of a Government-owned or -controlled research, development, special production, or testing establishment wholly or principally devoted to one or more major programs of the contracting Federal agency.

Metadata
Information that describes the attributes of a document or other type of Scientific and Technical Information (STI) product. In addition to basic descriptive bibliographic information such as title, author, publication date, research performer or originating site, a minimum set of metadata fields/elements are required to facilitate identification, ensure appropriate submission to OSTI, and to ensure accessibility and discovery. Additional optional metadata fields enhance retrieval via web-based search tools.
Metadata Element/Field
A specific piece of information that describes the attribute of the STI. Metadata elements/fields may include bibliographic information such as title, author, or publication date.
Metadata Record (formerly Announcement Notice [AN])
The package of information describing the attributes of the STI product.

Term used to describe a non-M&O contractor.

OpenNet
A web based database of Departmental documents that have been declassified and determined to be publicly releasable, sponsored by the Department of Energy’s Office of Classification, Non-STI OpenNet documents and metadata should be submitted to the Department via the OpenNet application. STI OpenNet products and metadata should be submitted to OSTI via the DOE AN 241.1.
ORCID
ORCID is a global, community-led organization providing digital identifiers (ORCID iDs) to researchers for the benefit of being uniquely identified and reliably connected with their professional information (affiliations, awards, publications, and more). ORCID iDs are an effective solution for author disambiguation and improving authors potential for recognition and discoverability of their research.
Originating Research Organization
In E-Link, this metadata element/field refers to the name and location of the organization that performed the research or issued the scientific and technical report/product.

Patent Pending (Subset of CUI)
A phrase that often appears on manufactured items, meaning that someone has applied for a patent on an invention that is contained in the manufactured items.

Persistent Identifier (PID)
An identifier that is unique, global, persistent, resolvable, and with an associated metadata schema that is assigned to an entity (e.g., individual researcher, federal funding mechanism, digital research object) in perpetuity and is frequently used to disambiguate entities (e.g., two researchers with the same name). See digital object identifier (DOI); persistent uniform resource locator (PURL).

Persistent Uniform Resource Locator (PURL)
Uniform Resource Locator that is used to redirect the location of the requested web resource. If a web resource changes location, a PURL pointing to it can be updated. A user of a PURL always uses the same Web address, even if the item itself has moved. See digital object identifier (DOI); persistent identifier (PI); Uniform Resource Locator (URL).

Personally Identifiable Information (PII)
Personally Identifiable Information is information that can be used to distinguish or trace an individual's identity, either alone or when combined with other information that is linked or linkable to a specific individual.
PII is categorized as either Public PII or Protected PII.
Public PII is available in public sources such as telephone books, public websites, business cards, university listings, etc. Public PII does not require redaction prior to document submission to OSTI. Some common examples of Public PII include:
- First and last name
- Address
- Work telephone number
- Email address
- Home telephone number
- General educational credentials (e.g., those credentials typically found in resumes)
Protected PII is defined as an individuals first name or first initial and last name in combination with any one or more types of information, including, but not limited to, social security number, passport number, credit card numbers, clearances, bank numbers, biometrics, date and place of birth, mothers maiden name, criminal, medical and financial records, educational transcripts, etc. Protected PII must be protected in accordance with DOE O 206.1, and requires redaction prior to document submission to OSTI. Some common examples of Protected PII include:
- Social Security numbers in any form
- Date and place of birth associated with an individual
- Drivers license number associated with an individual
- Mothers maiden name associated with an individual
- Medical history information associated with an individual, e.g.,
- Medical conditions, including history of disease
- Metric information, e.g., weight, height, blood pressure
- Criminal history associated with an individual
- Employment history and other employment information associated with an individual, e.g.,
- Ratings
- Disciplinary actions
- Financial information associated with an individual, e.g.,

Program Manager

R&D Project Identification Number
A unique and permanent project identifier that is assigned to an R&D project by either the DOE operations office, DOE program office, DOE laboratory, or other DOE organization. The project ID may be included as a reference on the STI deliverable or accompanying transmittal document to relate the deliverable to the appropriate R&D funding source.

Register/Registering a DOI
Registering is assigning a new metadata record with a digital object Identifier (DOI) and recording that information with a DOI registration agency.

Releasing Official
An individual designated by the GO/CO, TIO, and/or Contractor who will coordinate and confirm that the STI submitted to OSTI:
- Complies with all necessary reviews.
- Fulfills the reporting requirements based on the identification of STI for the financial assistance award, contract, and/or work that is authorized under the M&O and site/facility contract.
- Has the correct access controls/distribution limitation consistent with the data rights identified by the terms of the award/agreement.
- Includes the necessary data protection markings consistent with the access controls/distribution limitations in c.
- Is submitted with the accurate release date consistent with the award/agreement, if applicable.
- Includes all required metadata (see Attachment 5).
- Coordinates with the Awardee or author of STI if the STI needs to be updated/corrected; makes those updates in E-Link, as needed.
- Releases the STI in E-Link once the review/release process is complete.

Reprint/Version of Record
A copy of a journal article or similar document obtained from the publisher in the form in which it was published and will be copyrighted by the publisher. May also be referred to as the Version of Record (VoR).

Research and development (R&D)
For purposes of this Order, R&D is defined based on relevant laws and federal-wide policy and guidance that authorize and govern the management of DOE R&D and scientific and technical (S&T) programs. R&D, at a general level, includes basic research, applied research, and/or development activities where new knowledge is acquired, and additional knowledge is gained.
Request Processing
The process of fulfilling a request for OSTI product(s) that encompasses all activities between request receipt and delivery and includes:
a) request receipt;
b) product location;
c) sensitivity review determination /coordination;
d) digitization activities (prep, digitize, QC, re-file);
e) metadata curation;

Reserve a DOI
The ability to assign a DOI as a placeholder with the OSTI E-Link ingest system, but the DOI is not yet registered with a registration agency.
Resolve/Resolving
A host or domain name uses a mapping process of text to a unique number in order to connect and get the required information from the web server to link a user to a desired Uniform Resource Locator (URL).

Schema.org is a collaborative, community activity with a mission to create, maintain, and promote schemas for structured data on the Internet, on web pages, in email messages, and beyond. Schema.org vocabulary can be used with many different encodings, including RDFa, Microdata and JSON-LD.
Scientific and Technical (S&T) Accomplishment Report
An S&T accomplishment report describes an outcome of R&D that has significantly affected commerce or standard of living or is recognized as a major scientific or technical advancement. It reports scientific or technical results, as opposed to a research highlight, which describes a noteworthy current R&D project or field of investigation that, if successful, could lead to an S&T accomplishment.

Scientific and Technical Information
STI are the results of knowledge arising from the R&D and/or related activities (see 15., definition for R&D). STI is produced by those funded or supported by DOE, including federal researchers.
There are different types of STI. The R&D and/or related activities may produce more than one type. STI is communicated through various media (e.g., textual, multimedia, audiovisual, and digital) and include scientific/technical reports; scientific/technical conference papers, presentations, posters, or proceedings; journal articles/accepted manuscripts; scientific data; scientific software; books/monographs; thesis/dissertations; and technical workshop reports. STI does not include information related to the R&D such as preliminary analyses, drafts of scientific papers, plans for future research, peer reviews, communications with colleagues, laboratory samples, performance (management and oversight), or financial monitoring and reporting.
For purposes of STI identification and collection, the DOE award provides DOE’s rights to STI and identifies any necessary markings/controls for submitting the STI to OSTI. The access controls for STI may include unclassified, Controlled Unclassified Information (CUI) (e.g., export controlled, Protected, e.g., special statutes with limited protections), Unclassified Controlled Nuclear Information (UCNI), or classified. STI will be managed and disseminated based on the access control for the STI (e.g., if a final technical report is submitted as “protected” because its STI is protected for five years based on a special statute, it will not be disseminated publicly before its data protection expires).

Scientific and Technical Information Program (STIP)
A collaboration from across the DOE/NNSA complex working to ensure that the results of DOE-funded research and development (R&D) and other science and technology activities are identified, disseminated, and preserved. OSTIs classified STIP is responsible for classified/UCNI STIP related functions.

Scientific Data
Scientific data is defined as the recorded factual material commonly accepted in the scientific community as necessary to validate research findings, but not any of the following: preliminary analyses, drafts of scientific papers, plans for future research, peer reviews, or communications with colleagues. This 'recorded' material excludes physical objects (e.g., laboratory samples).
Scientific data also do not include:
(A) Trade secrets, commercial information, materials necessary to be held confidential by a researcher until they are published, or similar information which is protected under law; and
(B) Personnel and medical information and similar information the disclosure of which would constitute a clearly unwarranted/invasion of personal privacy, such as information that could be used to identify a particular person in a research study.
Scientific Software
Scientific software is computer software that has been developed and/or modified during work supported by DOE. As a form of STI, it is a result of research and development or other science and technology work and is a stable, usable version expected to be useful to others (that is, its use is not limited to a single site due to specific technology or equipment). Security Sensitive Information (Subset of CUI)
Unclassified information of a sensitive nature, that if publicly disclosed could be expected to have a harmful impact on the security of Federal operations or assets, the public health or safety of the citizens of the United States or its residents, or the nation's long-term economic prosperity; and which describes, discusses, or reflects:
1) the ability of any element of the critical infrastructure of the United States to resist intrusion, interference, compromise, theft, or incapacitation by either physical or computer-based attack or other similar conduct that violates Federal, State, or local law; harms interstate, international commerce of the United States; or, threatens public health or safety;
2) any currently viable assessment, projection, or estimate of the security vulnerability of any element of the critical infrastructure of the United States, specifically including, but not limited to vulnerability assessment, security testing, risk evaluation, risk-management planning, or risk audit; and
3) any currently applicable operational problem or solution regarding the security of any element of the critical infrastructure of the United States, specifically including but not limited to the repair, recovery, redesign, reconstruction, relocation, insurance, and continuity of operations of any element.

Senior Procurement Executive
Responsible for management direction and oversight of all processes and operations governing the procurement system (acquisitions and financial assistance) of the Department, including implementation of the unique procurement policies, regulations, and standards of the executive agency. Procurement authority, which flows from the Secretary, is unique within the Department of Energy as it has two Senior Procurement Executives:

STI Report/Product Number
To assist in retrievability, it is recommended that every product published by an originating organization be assigned a standard report/product number that contains some unique identifier that can be traced to the site of origin. The report number formats typically used within the Department are based on the American National Standards Institute Standard Technical Report Number (STRN) Format and Creation (ANSI/NISO Z39.23-1997). Examples are shown below.
Special numbering may be used for a report series or sequence and translations. Existing series or numbering guidelines used within the Department are available from OSTI.

STI/Metadata Curation
STI metadata curation is the active and ongoing management of data through its lifecycle of interest and usefulness to DOE and non-DOE researchers; curation activities enable data discovery and retrieval, maintain quality, add value, and provide for re-use over time. OSTI metadata curation includes Abstract and Indexing (A&I) in addition to other curation activities. Although much of the curation involves electronic records, OSTI maintain extensive hardcopy records that are also part of curation activities.

STIP Liaison
The STIP Liaison serves as the OSTI representative and advocate for the STIP community regarding STI. This person is involved in activities or discussions with DOE/NNSA sites concerning STIP collaboration business, cross-cutting STIP issue resolutions, STI order and guide, performance objectives and measures, STI policies and procedures, STIP planning and special focus teams, and STI submissions and reporting.

Technical Report
Technical reports describe the results and findings of research and development projects and other DOE-funded activities. For direct-procurement type awards, technical reports are formal documents usually identified as required reporting deliverables and may cover a specified time frame referred to as the reporting period. For major site/facility contractors, in addition to formal reports, these may be any technical document that contains technical information useful to others, including the results of research determined not appropriate or rejected for open literature publication.

Thesis/Dissertation
A thesis or dissertation is an academic paper often based on original research, using scholarly resources, which is written by a candidate as a graduate school requirement for a higher academic degree (a master's or doctoral degree) or professional qualification. Dissertations and theses may be considered "gray literature" since they are not typically published commercially. In cases where the author's research was funded by DOE, submission to OSTI as scientific and technical information (STI) is required.
Title
A brief title is recommended that describes the subject matter covered. A subtitle may be used for further clarification. Additional guidelines are provided below:
- When an STI product has more than one volume, repeat the primary title on each volume. Use a subtitle to identify the specific subject of the individual volume.
- If the report is other than topical, provide the report type and the period covered, if appropriate, as part of the title or subtitle. For non-major site/facility management contractor generated reports, the report type and period covered are critical for acknowledging receipt of specified deliverables.
- Unclassified titles must be used for classified documents. The titles must be marked with the appropriate classification level, category, and any caveats, as applicable (see DOE M 471.2-1C).
