AN 241.1 Lab and Program Office Submissions

The E-Link AN 241.1 is required for DOE Program Offices and Major Site/Facility Contractors when providing the following STI products to OSTI:

• Technical and Workshop Reports
• Accepted Manuscripts (of Journal Articles)
• Conferences
• Books and Monographs
• Thesis and Dissertations
• Program Documents
• Scientific and Technical (S&T) Accomplishment Reports
• Patents
• Factsheets

Using E-Link, these STI products may be provided to OSTI in one of two ways:

1. Web submission interface. This is a manual entry mechanism which works best when there is a low volume of STI to be submitted.
2. Application Programming Interface (API). The API provides a mechanism for making multiple STI submissions at once.

Access is required to submit STI products using the AN 241.1. To request access, please visit this page.

When submitting AN 241.1 products, there is certain metadata that is required whether the web submission interface or the API is used. A list of the required metadata, by STI product type, is provided in the table below. If a document for the STI product is required, it is noted in the table.

Submitter Responsibilities

• DO NOT encrypt or password-protect STI products.
• DO NOT include personally identifiable information (PII) in any STI submission.
• DO inform OSTI when permanently removing STI from your site's publicly accessible server.  
• DO inform OSTI when your site's publicly accessible server, hosting STI products, changes.
• DO update E-Link metadata when access limitations change for STI products.
• DO replace full-text STI via E-Link upload for STI products as appropriate.
