Rebel A. Powell is OSTI's Assistant Director for Preservation and Technology and Chief Technology/Risk Officer. The Preservation and Technology Team blends technical and process approaches to maximize OSTI's ability to disseminate and securely archive DOE's 75-year collection of digital and physical research and development (R&D) results, a $400 billion historic and ongoing investment in research and science. He is also responsible for all aspects of OSTI's security program, including a focus on cybersecurity and budget management.

Before assuming his current role, Rebel led OSTI's cybersecurity program for seven years, including strategic engagement, programmatic security, audits, and data analytics for OSTI's $3 million content delivery platform, a system utilized to accomplish the organization's core mission. He also coordinated OSTI's cybersecurity interagency relationships and contributions to the Department of Homeland Security (DHS), Department of Defense (DOD), and other federal agencies tasked to collaborate and protect national government information technology networks.

Rebel's 13-year background includes four years in the United States Air Force as a Cyberspace Warfare Officer and tours as a government civilian at the National Security Agency as a Red Team Mission Commander. His past roles focused on using offensive methodologies to demonstrate and quantify risks to senior officials as part of a strategy to strengthen organizational cybersecurity. He has an M.S. in Information Security from the SANS Technology Institute and a BS/AD in Computer Information Systems (e-Commerce)/Business Administration from Northwestern State University.
